Our Mission
The Village of Cloudcroft will work daily to build the public trust in our office and community by ensuring fiscal responsibility throughout the course of daily business while striving to accommodate the needs of the public with the funds of the Municipality.
Village employees should strive to continuously improve our quality of service to the citizens of the Village of Cloudcroft, both lawfully and through transparent management. We will maintain a professional and attentive organization while being neutral and impartial and rendering equal and efficient service.
Building a strong community means building a strong village, developing a sound economy, while providing a safe community and fostering a healthy environment for our citizens and visitors alike. The village will strive to continue to become even better than we are today with every action that we take.

Bill Denney is a 4th generation Cloudcroft resident and is a 1988 graduate of Cloudcroft High School (Go Bears!). Mr. Denney is an alumnus of Western New Mexico University in SilverCity and the Ocean Corporation in Houston, TX. and the North American Technical College in Pheonix, AZ. Bill has worked for Otero County Electric Cooperative for almost 18years. Throughout the years, he has been extremely active in this community that he loves so much. He was a member of the Cloudcroft School Board for 12 years and served as the President for 10 of those years. Bill has also been on the Village Council for 3 years and currently serves as the Mayor. Bill was a member of the Chamber of Commerce for 2 years and has also served as an Honorary Commander with Holloman Air Force Base for the past 2 years. In 2016, Bill was named the Cloudcroft Citizen of the Year. Bill has been married to his wife, Shawna, for 21 years. Together they have 2 children. Payton (19) graduated from Cloudcroft High School in 2019 and is awaiting training as a Flight Attendant with Mesa Airlines. Carson (17) is graduating in June from the New Mexico School for the Arts in Santa Fe and plans to attend Slippery Rock University in Pennsylvania this Fall. In addition to their daughters, Bill and Shawna also have two rotten chocolate labradors, Gibbs and Madi.

John H. Tieman was born in Chicago IL, grew up on a small farm outside Glasford, IL and remains a farmer at heart. He was in the Air Force and attended business school then began working as an accountant primarily for hospitals. He was CFO and administrator at hospitals in Illinois and Texas (Brenham and New Braunfels). He retired in 1994 from the CFO position in New Braunfels, TX. In retirement he and Maria volunteered with the Texas Baptist Men (TBM) for 5 years. Volunteering at Aspendale Mountain Retreat led to Cloudcroft becoming their new home.They permanently moved to Cloudcroft in 2010. Cloudcroft community activities have included Planning and Zoning committee for 4 years, participation in Cloudcroft Art Society (treasurer), Cloudcroft Art workshops and the Dumpster Painting project. His primary hobby is woodworking (Intarsia). My goals for the village are to maintain a balanced budget, have a street improvement program and continue the lead water testing program

My wife, Susan, and young daughter, Shelley, and I moved to the mountains about 38 years ago, like many who have chosen Cloudcroft, we came here from West Texas. Susan and I had both attended Texas Tech University.We moved to Cloudcroft in June of 1982 and our second daughter, Julie, was born in October, so as a young family, full of Hope and Promise, we embraced Cloudcroft as our home.Susan has worked for the area schools as a Speech and Language Pathologist before finally retiring in June 2020 after a career of forty-five (45)years. Thirty(30)of those years were in the Cloudcroft schools.I have spent my career in one business or another. These businesses have included Real Estate Sales,and Land Development, and Mountain Construction. Most of the projects we have been involved in are in the Village of Cloudcroft. Some of the more notable include: The Burro Street Exchange Building,“Bear Park”, “The Woodlands”, and most recently “Skywater”.As a family, we met the challenges of raising two wonderful, career oriented young ladies and building a successful business. Cloudcroft has always been a great place to live but a difficult business market. The seasonal nature of our tourist-based market combined with the unpredictable winter weather has kept us on our toes.Understanding the Village of Cloudcroft ordinances and what choices they allowed our projects has become a lifelong project for me. I was appointed by Mayor Dave Venable to the Planning and Zoning Committee. The work done by the P&Z deepened my appreciation for the complex nature of civil government. I was later elected as a trustee for the Village and served one term, these years saw our small mountain community grow and prosper. As part of my training as a Trustee, I could attend the New Mexico Municipal League classes a group that works very well with most of the towns and villages in New Mexico to help educate their elected officials in the structure of the New Mexico government.Recently, a vacancy occurred on the Village Council and after applying to serve, I thank Mayor Dave Venable for his consideration and appointment to the position as trustee. I promise to work hard for all the citizens of Cloudcroft.

My name is George Mitchell and I am a Trustee on the Village of Cloudcroft Council. I have resided in Cloudcroft for 19 years and prior to that for three years at a local RV park. I served in the USAF for eight years as an air/sea crash rescue helicopter pilot. Before retiring and moving to Cloudcroft, I was self-employed, owned and operated simultaneously, several factories, a dozen rent houses, and 3 restaurants. As a hobby, I occasionally work as a licensed test pilot, flying experimental helicopters and airplanes at locations in Alamogordo, Wichita Falls, Texas, and Alaska. As a Trustee, my goal is to represent you, my fellow Cloudcroft residents, and give you a voice on the Council. The Village has been good to me and I would like to contribute something back in the form of my time. So please feel free to contact me and voice any concerns you might have about the village. I will see that your voice is heard by the other council members.

I grew up as a child of a military man and after leaving home I married my husband who I have been married to for 38 years. Together we have raised two wonderful children and have six grand children. I have worked in industries such as hospital administration, corporate business, and the financial industries field. After my retirement from UBS Financial Services we moved to Cloudcroft New Mexico. As it turns out retirement was not for me so I went back to work and have found my way to the village offices of Cloudcroft. Serving as the Village Clerk/Treasurer is a challenging experience on a daily basis. Working in the local government environment has taught me new and exciting ways of doing things and has also allowed me to bring my corporate experience into play. Every day is a new challenge and one that I welcome. It's my hope that my presence will help this community continue to thrive.
