Minutes of the Special Council Meeting of the Governing Body for the Village of Cloudcroft, held on Monday, September 18, 2023, at 10:30 a.m., in the Village Council Chambers, 201 Burro Avenue, Cloudcroft, NM.
CALL TO ORDER:
Mayor Denney called the meeting to order at 10:35 a.m., with the following Council members providing quorum:
Trustee / Mayor William Denney – present
Trustee / Mayor Pro-Tem Maynard – present
Trustee – Gail McCoy – present
Trustee – George Mitchell – absent
Trustee – Grover Sterling – present
The following Village staff and guests were present: Shaela Hemphill; Chief Deputy Clerk, and Vyanca Vega; Project Coordinator.

APPROVAL OF AGENDA:
Trustee McCoy made a motion to approve the agenda for the Special Meeting of September 18, 2023, as presented. Trustee Maynard seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Sterling, for. Motion carried unanimously.ANNOUNCMENTS:
Mayor Denney asked Tony Courvoisier, Water Operator for the Village of Cloudcroft, to speak about PFAS following the presentation at the September Regular Council meeting on September 12, 2023. Mr. Courvoisier stated that we did have one spring test positive for PFAS due to an adapter that was being used in that spring. The PFAS levels at time of testing were not above action levels. Upon changing the adapter to a stainless-steel adapter, the spring was retested and no PFAS were detected at that time. Mr. Courvoisier also assured council that the materials and wax the Ski area uses are PFAS free.New Business:
Review of Financial Account Balances
Recommendation for Pay Increase for Library Aide – Rebecca Melendez-Turner
Trustee Maynard made a motion to approve Rebecca Melendez-Turner for a $0.50/hour raise. Trustee Sterling seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Sterling, for. Motion carried unanimously.Recommendation for Pay Increase for Planning & Zoning Additional Duties – Vyanca Vega
Trustee Maynard made a motion to approve Vyanca Vega for a $1.00/hour raise at this time and to revisit this matter in six (6) months. Trustee McCoy seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Sterling, for. Motion carried unanimously.ADJOURN:
Trustee Sterling made a motion to adjourn the Special Meeting of September 18, 2023. Trustee McCoy seconded the motion. The meeting was adjourned at 11:53 a.m.
