Friday, May 12, 2023, at 4:00 p.m.

Minutes of the Special Council Meeting of the Governing Body for the Village of Cloudcroft, held on Friday, May 12, 2023, at 4:00 p.m., in the Village Council Chambers, 201 Burro Avenue, Cloudcroft, NM.

  1. Call to Order:  Mayor Denney called the meeting to order at 4:00 p.m., with the following Council members providing a full quorum: Present/ Absent:  
    Trustee / Mayor William Denney -present
    Trustee / Mayor Pro-Tem Maynard -present
    Trustee – Gail McCoy -present
    Trustee – George Mitchell -present
    Trustee – Grover Sterling -present

    The following Village staff and guests were present: Barbara K. Garcia, Clerk; Adrienne West, Cori Abel.

  2. Pledge of Allegiance: The pledge of allegiance to the United States and New Mexico flags was led by Mayor Denney.

  1. Approval of Agenda: 
    Mayor Denney called for a motion to approve the agenda of the Special Meeting for May 12, 2023. Trustee Mitchell made a motion to approve the agenda as presented. Trustee McCoy seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Mitchell, for; Trustee Sterling, for. Motion carried unanimously.
  2. New Business: 
    Recommendation to approve Final site plans Allsup’s – Nathan Tompkins
    Final site plans were presented and reviewed. Nathan Tompkins of Planning & Zoning made a recommendation to approve the plans. Trustee Mitchell made a motion to approve the site plans as presented. Trustee McCoy seconded. Vote as follows:
    Trustee Maynard – For
    Trustee McCoy- For
    Trustee Mitchell – For
    Trustee Sterling – For
    Motion carried unanimously.
    Recommendation to approve Special Use Permit Allsup’s Temporary Convenience Store – Nathan Tompkins.
    Nathan Tompkins of Planning & Zoning pointed out on the final site plans the location of the temporary convenience store for the special use permit. Trustee Mitchell made a motion to approve the special use permit. Trustee Maynard Seconded. Vote as follows:
    Trustee Maynard – For
    Trustee McCoy- For
    Trustee Mitchell – For
    Trustee Sterling – For
    Motion carried unanimously.
    Resolution No. 2023.09 Budget Adjustments, Fiscal Year 2022.2023, Fourth Quarter
    The council discussed moving funds for use in this fiscal year for the road maintenance. $160,000 will be moved to 2022.2023 budget year for road maintenance from fund 216 Municipal Streets. $3,000 will be moved from general fund to general fund administration- building maintenance for the purchase of video equipment for the council room. Trustee Sterling made a motion to approve Resolution No. 2023.09 Budget Adjustments, Fiscal Year 2022.2023 Fourth Quarter. Trustee Mitchell seconded. Roll call vote as follows:
    Trustee Maynard – For
    Trustee Denney – For
    Trustee McCoy – For
    Trustee Mitchell – For
    Trustee Sterling – For
    Motion carried unanimously.
  3. Adjournment: Trustee Mitchell made a motion to adjourn the Special Meeting of May 12, 2023. Trustee Sterling seconded the motion. The meeting was adjourned at 4: 52 p.m.
