Minutes of the Special Council Meeting of the Governing Body for the Village of Cloudcroft, held on Monday, November 27, 2023, at 9:00 a.m., in the Village Council Chambers, 201 Burro Avenue, Cloudcroft, NM.
CALL TO ORDER:
Mayor Denney called the meeting to order at 9:04 a.m., with the following Council members providing quorum:
Trustee / Mayor William Denney – present
Trustee / Mayor Pro-Tem Maynard – present
Trustee – Gail McCoy – present
Trustee – George Mitchell – present
Trustee – Grover Sterling – present
The following Village staff and guests were present: Shaela Hemphill; Chief Deputy Clerk, Kevin Summers; Chief of Police, Laura Robertson; Court Clerk/Planning & Zoning Clerk, Craig Turner, and Kristi Flak.

APPROVAL OF AGENDA:
Trustee Maynard made a motion to approve the agenda for the Special Meeting of November 27, 2023, as presented. Trustee McCoy seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Mitchell, for; Trustee Sterling, for. Motion carried unanimously.
New Business:
Set Date and Time for Work Session – Street Vendors/Food Truck Ordinance
Trustees wished to postpone the continuation of working on the Street Vendors/Food Truck ordinance until after January 1st, 2024. No action was taken.
Confirm Appointment of Municipal Judge – Mark Tatum
Trustee McCoy made a motion to confirm the appointment of Mark Tatum as Municipal Judge. Trustee Maynard seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Mitchell; nay, Trustee Sterling, abstained. Motion carried 2:1 with 1 abstention.
Confirm Appointment of Planning & Zoning Commissioner – Leah Freeman
Trustee Maynard made a motion to confirm the appointment of Leah Freeman as Planning & Zoning Commissioner. Trustee McCoy seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Mitchell, for; Trustee Sterling, for. Motion carried unanimously.
Confirm Appointment of Lodger’s Tax Committee Member – Kelli Vickle
Trustee Maynard made a motion to confirm the appointment of Kelli Vickle to the Lodger’s Tax Committee. Trustee Mitchell seconded. Vote as follows: Trustee Maynard, for; Trustee McCoy, for; Trustee Mitchell; for, Trustee Sterling, abstained. Motion carried with 3 votes and 1 abstention.
ADJOURN:
Trustee Maynard made a motion to adjourn the Special Meeting of November 27, 2023. Trustee Mitchell seconded the motion. The meeting was adjourned at 9:14 a.m.
