Minutes of the Regular Council Meeting of the Governing Body for the Village of Cloudcroft, held on Tuesday, December 12, 2023, at 6:00 p.m., in the Village Council Chambers, 201 Burro Avenue, Cloudcroft, NM.
CALL TO ORDER:
Mayor Denney called the meeting to order at 6:01 PM with the following Council members providing a full Quorum:
Mayor William Denney – present
Trustee / Mayor Pro-Tem Maynard – present
Trustee – Gail McCoy – present
Trustee – George Mitchell – absent
Trustee – Grover Sterling – present
The following Village staff and guests were present: Shaela Hemphill; Chief Deputy Clerk, Kevin Summers; Chief of Police, Vyanca Vega; Project Coordinator, Adrienne West, Ken Brown; CCVFD/EMS, Tim Baggerly, James Baggerly, Rachel Truex; Mountain Monthly, Tabitha Foster; Planning & Zoning, Angela Daniel, Craig Turner, Roberta & Eric Haecker, Matt Willett; Parks & Rec., Jubal Hall, Alamotero Land Surveyors, Michael Adams; Ski Cloudcroft, and Erich Wuersching; CCVFD.

Trustee Maynard made a motion to approve the agenda of the December 12, 2023, Regular Council Meeting as presented. Trustee McCoy seconded. Vote as follows: Trustee Maynard, for; Trustee Sterling, for; Trustee McCoy, for. Motion carried unanimously.
APPROVAL OF MINUTES:
Work Session of GB on November 13, 2023
Regular Meeting of GB on November 14, 2023
Special Meeting of GB on November 27, 2023
Trustee Sterling motioned to approve all minutes as presented. Trustee McCoy seconded. Vote as follows: Trustee Maynard, for; Trustee Sterling, for; Trustee McCoy, for. Motion carried unanimously.
ANNOUNCEMENTS/OPEN DISCUSSION:
Mayor Denney, Trustee Sterling, and Trustee Mitchell (not present) were presented with plaques of appreciation. Mayor Denney thanked the Village for their support during his term as Mayor.
Mayor Denney announced and thanked Mike Martin for the donation of all labor and video equipment that was installed to give the Village of Cloudcroft the capability to live stream meetings.
MAYORS REPORT:

REPORTS:
Trustee Maynard made a motion to approve the reports as presented. Trustee McCoy seconded. Vote as follows: Trustee Maynard, for; Trustee Sterling, for; Trustee McCoy, for. Motion carried unanimously.
NEW BUSINESS:
Fire Safety/Evacuation – Judy Siebenaler
Ms. Siebenaler was not present to speak to the Council. Mayor Denney at this time announced that as of December 8, 2024 and all is working properly.
Confirmation of New Hire – Jerry Baczik, Maintenance Department
Trustee McCoy made a motion to confirm the hire of Jerry Baczik. Trustee Maynard seconded. Vote as follows: Trustee Maynard, for; Trustee Sterling, for; Trustee McCoy, for. Motion carried unanimously.
Approval of 2024 Holiday Schedule
Trustee Maynard made a motion to approve the 2024 Holiday Schedule as presented. Trustee Sterling seconded. Vote as follows: Trustee Maynard, for; Trustee Sterling, for; Trustee McCoy, for. Motion carried unanimously.
Approval of Replot – 100 & 104 Lynx Lot Line Change
Council recommended a variance is processed as lot line change would result in one lot being smaller than ordinance allows (four thousand square feet) or adjusting lot lines accordingly to meet ordinance requirements. No action taken.
Resolution #2023.23 – Budget Adjustment for Cellular Read Metering Equipment
Trustee Maynard made a motion to adopt Resolution No. 2023.23. Trustee Sterling seconded. With no further discussion a roll call vote was taken:

For a unanimous roll call vote.
Resolution #2023.24 – Colonias Commitment Match for Mountain Top Water & Sewer Project
Trustee Sterling made a motion to adopt Resolution No. 2023.24. Trustee McCoy seconded. With no further discussion a roll call vote was taken:

Resolution #2023.25 – CWSRF 131 Authorizing Assignment of Authorized Officers/Signers
Trustee Maynard made a motion to adopt Resolution No. 2023.25. Trustee McCoy seconded. With no further discussion a roll call vote was taken:

STATEMENT OF REVENUES & EXPENDITURES:
November 2023 to Date Expenditures
Trustee Maynard made a motion to acknowledge the revenues and expenditures for November 2023. Trustee Sterling seconded. Vote as follows: Trustee Maynard, for; Trustee Sterling, for; Trustee McCoy, for. Motion carried unanimously.
